East Downtown Infrastructure Improvements
Description:
Reconstruction of Washington, Idaho and Ohio Avenues, E. First and E. Fourth Streets; generally bound by Wyoming and Alder Avenues, Main and E. Fourth Streets with a new urban street section, including curb and gutter, sidewalk, pedestrian ramps, driveway approaches and new asphalt pavement; replacement of existing water mains, including valves, fittings, fire hydrants and other appurtenances; replacement of existing sanitary sewer main; and installation of a new storm drain system, including inlets, manholes and appurtenances.
Timeline:
The East Downtown Infrastructure Improvement Project started on April 13, 2020, and is expected to be completed by September 2020. There will be various road closures associated with this project.
Budget:
Contract was awarded to Knife River Construction for an overall budget of $2,487,572.50. Bid was broken down as follows: Schedule 2 Street Improvements $1,378,523.70; Schedule 3 Storm Drain Improvements $349,272.80; Schedule 4 Water Improvements $580,172.00; Schedule 5 Sanitary Sewer $179,604.00.
The EDII project is funded through the Tax Increment Finance District (TIF District) by a bond sold to Western Security Bank. Bonding for this project will extend the life of the TIF District an additional 25-years allowing the Laurel Urban Renewal Agency to continue to support growth and improvements within the District.

Status Updates
Week of April 27:
Installing new water valves and replacing undersized water mains in East Downtown. The project will provide better water flows for fire suppression and looped water lines for better water quality.
Week of May 4:
Water line installation on East Main Street and Idaho Avenue. The City is installing new water main from East Main Street to East 1St Street on Idaho Avenue. This city block only had an undersized four inch water main that spanned only for half the block. The water line was not looped and homes were on the dead end water line. All water lines, when possible, should be looped in order to maintain water quality and to provide for sufficient water volume and pressures for fire suppression. During installation the contractor removed an old wood water main that had been abandoned years ago. The new water line will increase flows to this area and allow for water movement thus increasing the water quality.
Week of May 11:
Work continues on storm drain installation on Washington and Idaho Avenues. Sanitary sewer installation is being completed on Idaho Avenue this week. Concrete curb, gutter and sidewalk removal has started.
