Description:
Project consists of the addition of an aeration system to the wastewater collection system for the reduction of H2S (Hydrogen Sulfide) formation in the sewer collection system between Village and Elm Lift Stations. H2S (Hydrogen Sulfide) remediation is not a common practice but is becoming a more common issue. The Department of Environmental Quality (DEQ) does not have a set regulation in which designs need to meet.
Funds for project obtained from the American Recovery and Reinvestment Act. The City split out new Wastewater Treatment Plant to build a new facility and rehabilitate the City’s lift stations located off the highway, Village Lift Station (located east of Laurel) and Elm Lift Station (located on Elm Street).
The Village Lift Station services approximately 300 homes and sends waste through a one-mile-long pipe. This is a pressurized pipe and feeds into a gravity fed manhole at Locust for approximately 1200 feet then to the Elm Lift Station.
The Elm Lift Station is then sending waste under the railroad tracks then gravity feeds to the Wastewater Treatment Plant.
When the Yellowstone River water temperatures are higher the City’s water supply has a higher temperature. Once this water has reached the sewer system, the higher temperature interacts with the bacteria in the wastewater. When it is pumped through the one-mile-long pipe, Village Lift Station to the manhole on Locust, it is creating H2S (Hydrogen Sulfide) as a by-product. The smell has been an issue since the lift station went online over 20 years ago.
The humidity within the manholes creates sulfuric acid, which causes significant damage to the infrastructure. This is one suspected reason the Elm Lift Station needed to be replaced, as the metal was corroded away. The Elm Lift Station has been in service approximately 40 years before it was replaced, but then had gone through many pumps due to the corrosive conditions.
City has attempted to treat this issue with enzymes, by hanging enzymes in the first manhole, but was unsuccessful. Also tried adjusting the float levels with the Elm Lift Station so there would not be a waterfall of waste, but rather a constant flow with hope that H2S (Hydrogen Sulfide) would stay suspended within the liquid. However, when the pump would turn on a vortex at the bottom would allow the H2S (Hydrogen Sulfide) to release.
The smell is strongest for about a 4 to 6-week period when the Yellowstone River temperature is at its highest.
This Task Order with KLJ will be to look for possible solutions that will work best for the City and with the assumption that an air system will be the best solution to this issue. This Task Order was built to work for the entire life of this project, after the initial study, if another direction is recommended an amendment will come from Council.

Description: Modification
Task order addresses the sewer line from the Village Lift Station from going septic. A pilot study, chemicals, etc., were tried and nothing has worked. This has been a 3-year process trying to find a solution that would work. Tried using ozone, which seemed to start working. KLJ has requested to put in an ozonator. Bid would include a manhole close to Main Street where underground sewer can be installed. With replacement of the receiving manhole and the installation of a Titus Twister in the new manhole this approach would reduce the order and corrosion in the gravity sewer without replacing the forced main.
Issues have been going on for 11 years.
Need to treat at discharge point so smell will go away as the creating H2S (Hydrogen Sulfide) is damaging all the electrical panels. Anticipating this will convert the H2S (Hydrogen Sulfide) to something less corrosive. This is a forced main, there is no air in the line. Therefore, sewage in the forced main takes a considerable amount of time to move down the pipe, as it may only move a few feet each time the lift station turns on.

Schedule for services rendered under this Task Order is modified to reflect good faith by Kadrmas, Lee & Jackson (KLJ) Inc to have project ready for bidding by August 31, 2021.
Budget:
Task Order amendment is to cover the additional fee increase of $36,350.00.
Increasing Task Order R18-08 for total services rendered from $58,230.00 to $94,580.00.
